Gainful Employment
On October 10, 2023, the U.S. Department of Education published the Final Rule on Financial Value Transparency and Gainful Employment (88 Fed. Reg. 70004). The regulation restores and expands an accountability framework for career-specific training programs. At the same time, the regultaion creates, for the first time, a new disclosure framework applicable to educational programs offered by all institutions participating in the Title IV, Higher Education Act (“Title IV”) federal student aid funding programs.

Update 10/30/24:
On 10/25/24, the Department published an electronic announcement informing institutions that it will receive revised Financial Value Transparency/Gainful Employment (“FVT/GE”) Completers Lists over the weekend of October 26-27, 2024. If an institution did not receive a revised Completer List, it should refer to the NSLDS Professional Access website for instructions on how to request an ad hoc report.
Institutions have until January 15, 2025 to review and correct student information on the revised draft FVT/GE Completers List. It is essential that all institutions closely analyze the Completers List and provide any corrections to the Department prior to the January 15, 2025 deadline. Any students which appear on the final Completer List will be included in the calculation of annual median earnings data used for GE purposes. After January 15, 2025, the Department will generate final FVT/GE Completers List for each institution.
